Guest registration and tourist tax (boravišna taksa) in Montenegro (2026)
Where and how fast guests are registered, what the tourist tax (boravišna taksa) costs in Budva, Tivat and Herceg Novi in 2026, and which rules to confirm locally — from the tourist organisations' own pages.

In short
- Guests are registered with the tourist organisation (turistička organizacija) of the municipality where they stay — within 12 hours of arrival in Budva, 24 hours according to Tivat — so work to 12 hours.
- Each municipality sets the tourist tax: in 2026 up to €1.00 per person per night in Budva, €1.00 per person per day in Tivat and €1 per adult per night in Herceg Novi.
- There is also a police register of foreigners' stays up to 90 days (RB90), but we could not reach a current official page on it — ask the police (Ministry of Interior) what it requires of you.

Who must register
Budva's tourist organisation says every accommodation provider — hotels, pensions, tourist apartments, rooms for rent, camps and others — must register the guest and charge the tax. The pages we read speak of guests in general and do not say whether Montenegrin guests are left out or how children are registered; ask your municipality's tourist organisation.
Deadline
Budva: the host registers the guest within 12 hours of arrival. Tivat tells guests 24 hours, and 12 hours in each municipality when a stay covers several. The two disagree, so work to 12 hours and confirm with your own tourist organisation.
Where
With your municipality's tourist organisation, in its app or at its info points: Budva uses the Registracija boravka (stay registration) app, Tivat the Lotos Turist app. Before you first use Budva's app, visit a TO Budva info point once with your ID and your accommodation licence (rješenje) to get a username and password.
What you enter
No official page we read lists the data fields. In Budva's app you scan the guest's ID document or upload a photo of it; the app then works out the tax and takes it by debit or credit card.
Software
The tourist organisations offer only their own mobile apps and offices; the pages we read mention no public API. Whether a program can report to the police RB90 register we could not confirm from an official source.
Fines
No official page we read gives fines, either for the tourist organisation registration or for the police register. Ask your municipality's tourist organisation and the police (Ministry of Interior) what applies.
Tourist tax (boravišna taksa)
- What it is
- The tax on guests' overnight stays, called boravišna taksa (residence tax). It is separate from the izletnička taksa (excursion tax) and from the članski doprinos (membership contribution) that tourism businesses pay.
- Who sets the amount
- Each municipality sets its own rate. Budva gives its rate as up to €1.00, which suggests a national ceiling, but we could not read the law to confirm it — ask your municipality's tourist organisation for the current rate.
- 2026 amounts
- Budva: up to €1.00 per person per night. Tivat: €1.00 per person per day, €0.50 for ages 12 to 18. Herceg Novi: €1 per adult per night. For Kotor, Bar, Ulcinj, Podgorica and the other municipalities we found no official rate — ask the local tourist organisation.
- Who pays less
- Budva: children under 12 pay nothing and ages 12 to 18 pay 50%; exempt, with documentary proof, are among others people with a severe sensory or physical disability, seasonal workers registered there and people staying more than 30 days without a break. Tivat: children up to 12 pay nothing and ages 12 to 18 pay €0.50; property owners with proof of ownership, and their parents, children and siblings, are exempt.
- How it is paid
- In Budva the host charges the tax and shows it as a separate line on the accommodation invoice; it can be paid in the app by card, at a tourist information centre or by bank transfer. Paying the tax does not count as registering the guest. Payment deadlines we could not confirm — ask your tourist organisation.
For every guest
- Before arrival, collect every guest's details and ID document — an online check-in does this for you.
- Within 12 hours of arrival, register each guest with your municipality's tourist organisation, in its app or at an info point.
- Charge the tourist tax for each stay and pay it as your municipality asks — in Budva, paying it does not register the guest.
- Ask the police (Ministry of Interior) whether and how your foreign guests must also go into the RB90 register.

Questions
Do I have to register Montenegrin guests too?
The tourist organisations' pages speak of guests in general and do not say that Montenegrin guests are left out. Ask your municipality's tourist organisation before you leave anyone out.
Do I have to check guests out?
No official page we read mentions de-registration (odjava) at check-out, for the tourist organisation or for the police register. Ask your municipality's tourist organisation.
Can I pay the tourist tax as a yearly flat rate?
None of the official pages we read mention a flat per-bed amount (paušal) for private hosts. Ask your municipality's tourist organisation whether one exists.
Does paying the tourist tax register the guest?
No. Budva's tax-payment page warns that paying the tax does not count as registering the guest — the two are separate steps.
