Parte de viajeros on SES.HOSPEDAJES and tourist tax in Spain (2026)

Who must be reported, how fast, what goes into the parte de viajeros (guest report) and what the regional tourist taxes in Catalonia and the Balearic Islands cost — from Royal Decree 933/2021 and the official portal and tax pages.

In short

  • Every guest you host — Spanish or foreign — is reported to SES.HOSPEDAJES within 24 hours of the booking (or its cancellation) and within 24 hours of check-in.
  • Spain has no national tourist tax, but some regions charge one: in Catalonia a tourist flat pays €1.75 per person per night outside Barcelona from 1 April 2026, and €9.50 in Barcelona city.
  • In Catalonia you collect the tax from the guest, show it separately on the invoice and file a return with the Catalan tax agency twice a year.

Who must register

Everyone who rents out a room or home for payment, professionally or not, and the tour operators and online platforms that act as intermediaries. Every guest is reported, Spanish or foreign; everyone over 14 signs the entry form (parte de entrada). Professional hosts keep the records for three years; non-professional hosts send the same reports but need not keep them.

Deadline

Before your first guest, report yourself and the property — within 10 days of completing the administrative steps for the activity. Then report each booking or cancellation, and each check-in, immediately and at the latest within 24 hours. These rules have applied since 2 January 2023.

Where

Online at hospedajes.ses.mir.es, the Ministry of the Interior's SES.HOSPEDAJES portal: one report at a time through a web form, or many at once as an XML file; reports you have sent can be edited or cancelled there. Non-professional hosts may also report by non-electronic means, under a procedure the Ministry sets.

What you enter

Each guest's name and both surnames, sex, ID type (DNI, passport or TIE) and number, nationality, date of birth, home address, phone and e-mail, and how the travellers are related if one is a minor. Professional hosts also give the ID's support number, the contract with check-in and check-out dates and times, and the payment details. The form in SES.HOSPEDAJES has the current list.

Software

SES.HOSPEDAJES has a web service for automatic sending, with its own web-service login that you create in your profile, so a property-management program can send reports for you. It also accepts bulk uploads as XML files.

Fines

Not sending the reports, or not keeping the register, is a serious offence under the Public Safety Act (Ley Orgánica 4/2015): €601–30,000. Mistakes in the records or late reports are minor offences: €100–600. Paying within 15 days of being notified that proceedings have started halves the fine.

Tourist tax (tasa turística)

What it is
Spain has no national tourist tax; a region may charge one. Catalonia has the tax on stays in tourist establishments (Impuesto sobre las estancias en establecimientos turísticos, IEET), and the Balearic Islands the sustainable tourism tax (Impuesto del Turismo Sostenible, ITS, often called the ecotasa).
Who sets the amount
Each region sets its rates by law. In Catalonia a town may add a surcharge (recargo municipal) — Barcelona does — paid in the same return to the Catalan tax agency (Agència Tributària de Catalunya, ATC). In the Balearics the regional government sets the rates.
2026 amounts
Catalonia, tourist flats (vivienda de uso turístico, HUT), per person per night, for at most 7 nights per stay: €1.75 outside Barcelona from 1 April 2026, rising to €2.50 from 1 April 2027; €9.50 in Barcelona city (€4.50 plus the €5.00 town surcharge). Balearic Islands, holiday homes, per person per day on the official calculator: €2.00 from 1 May to 31 October and €0.50 from 1 November to 30 April, plus 10% VAT, halved from the 9th day.
Who pays less
In Catalonia, guests aged 16 or under pay nothing — keep proof of age, or for children under 14 a parent's signed statement — and neither do stays for health reasons, stays paid by an EU state's public social programme, or stays due to force majeure. In the Balearic Islands, guests under 16 pay nothing.
How it is paid
In Catalonia the guest pays at the property; you collect the tax, show it separately on the invoice and file an online return to the ATC twice a year — 1–20 October for April to September, 1–20 April for October to March. No return is needed if nothing is due. In the Balearics the guest also pays at the property; confirm the return and its dates with the Balearic government.

For every guest

  • Before your first guest, report yourself and the property in SES.HOSPEDAJES.
  • Within 24 hours of each booking or cancellation, report it.
  • Before arrival, collect every guest's name, ID, date of birth and address — an online check-in does this for you — and report them within 24 hours of check-in.
  • In Catalonia, file the tourist-tax return by 20 October and by 20 April.

Questions

Do I have to report Spanish guests too?

Yes. The parte de viajeros covers every guest, Spanish and foreign — not only foreigners — whether you rent professionally or not.

Do children have to be registered?

Yes. Children under 14 are included; the adult travelling with them gives their details, and if any guest is a minor you record how the travellers are related.

Do I report cancellations and check-outs?

Cancellations, yes — within 24 hours, like the booking. There is no separate check-out notice: the check-out date and time are part of the report. If a guest leaves on a different day, confirm with the Ministry of the Interior whether you must correct it.

Is there a tourist tax everywhere in Spain?

No. There is no national tourist tax; this guide covers Catalonia and the Balearic Islands. For any other region or town, check with its regional government or town hall.
